§ 13.16.010. Fire code plan review.

  • (a)

    Fee. Whenever the fire department shall conduct a fire code plan review, a fee shall be collected to reimburse the city for its costs for conducting the review in accordance with Chapter 13.18 of this code.

    (b)

    Submission of Plans.

    (1)

    Plans for property improvements shall be submitted in accordance with the rules, regulations, and policies of the Union Gap building department.

    (2)

    At least one set of building plans shall be reviewed by the fire department for compliance with applicable codes and standards.

    EXCEPTION: One- and two-family dwellings.

    (3)

    Plans for built-in fire protection systems shall be submitted directly to the fire department. These systems shall include automatic fire sprinklers, standpipes, fire detection and alarm systems, fire extinguishing systems, commercial kitchen exhaust hood and duct systems, and similar equipment designed to detect, control, or prevent the spread of fire.

    (4)

    One set of plans and specifications manual shall be provided for the fire chief or his designee to be kept on file at the chief's discretion at the fire department when any of the following conditions exist:

    (A)

    The property improvement is entirely new construction;

    (B)

    The value of the remodel, repair, or renovation work exceeds fifty (50) percent of the current value of the building;

    (C)

    The work includes the installation, modification, or alteration of any fixed fire protection system; including but not limited to automatic fire sprinkler systems, fire detection or alarm systems, fire standpipe systems, basement pipe inlet locations, fire hydrant locations, or any other fire protection feature;

    (D)

    The property improvement creates a new street, road, alley, cul-de-sac, fire lane, fire department access road or similar roadway that directly serves the development; or

    (E)

    The improvement includes the storage and/or installation of any flammable, combustible, hazardous, toxic, or dangerous materials as defined in the latest edition of the International Fire Code including underground and aboveground storage facilities.

    (c)

    Site Plan Requirements. Site plans for fire department review shall include the following information:

    (1)

    Location and configuration of the property improvement showing its relationship to the property lines and nearest streets, roadways, alleys, or fire department access routes;

    (2)

    Location of existing underground water mains, the diameter of those water mains, fire hydrant location;

    (3)

    Location, width, overhead obstructions, and construction of all streets, roadways, alleys, bridges, fire lanes or fire department access routes on the site to be improved;

    (4)

    Location of any temporary and/or permanent fences, walls, gates, arches, berms or any other security or ornamental features that may affect fire department access to and on the site during construction and occupancy;

    (5)

    Location of any unusual or remarkable topographic features, landscaping, vegetation, or other features that may affect fire department access to and on the site during construction and occupancy;

    EXCEPTION: When a project developer has submitted a preliminary site plan for review by the fire chief or designee, the fire chief or designee may waive any or all of the above requirements.

    (6)

    When a site plan is not required for a building permit, the fire chief or designee shall be consulted regarding specifications for built-in fire protection facilities;

    (7)

    Plans and specifications (shop drawings and product data) for fixed fire protection systems, including, but not limited to, automatic fire sprinkler systems, fire extinguishing systems, fire detection and alarm systems, commercial kitchen hood and duct exhaust systems, and fire standpipe systems, shall be submitted to the fire chief or designee for review prior to installation.
